2025 Interim Update National Report Card on High School Financial Literacy

Since our 2023 National Report Card on State Efforts to Improve Financial Literacy in High Schools, six more states have made personal finance a requirement, with the last of these becoming effective with the Class of 2031. Thus, in this 2025 interim report, 29 states will earn an A grade, when the Class of 2031 graduate. This is an astonishing milestone, considering that as of the Class of 2007 there was not a single state in the nation with a personal finance course graduation requirement.

This report only provides an interim update to our 2023 National Report Card on State Efforts to Improve Financial Literacy in High Schools™, and features the six additional states we project will be Grade A states when public high school students graduate in 2031.

This report does not update other legal or regulatory changes in any other states since our 2023 report (Grade B, C, D & F states). A much larger and comprehensive report on those topics, and all 50 states and the District of Columbia, will be released in 2026.

Please Note

The states in the map below are those states that our Center projects will have a Grade A by or before the graduation of Class of 2031. The Final Grade is the grade given to each state for the Class of 2023 based on our 2023 National Report Card. The Projected Grade is the A Grade that will given to each of these states by or before the graduation of the Class of 2031.
